Job Purpose and scope
The Finance Director will provide strategic leadership, oversight and accountability for all financial and governance matters across St Lukes Hospices and its subsidiary St Lukes shops. Will develop and deliver the finance and IT strategy ensuring it is aligned with the overall strategic plan.
Purpose:
The Director of Finance and Commercial at St Luke’s Hospice provides expert advice to the Chief Executive and Board of Trustees on all financial matters, with strategic responsibility for the long-term financial viability and operational resilience of the charity, including financial, commercial, estates, facilities, IT and information risk.
Responsible for: Finance, Payroll, IT, Estates & Facilities, and procurement teams.
Key Relationships:
- Internal: Chief Executive and Senior Executive Team, all staff in the directorate, Board of Trustees, Heads of Departments and staff in other directorates
- External: auditors, hospice bankers and other professional advisors, Investment Managers,
- Local clinical commissioning groups, relevant London healthcare networks, relevant professional regulatory bodies, Hospice UK, other hospices and NHS providers, other suppliers who support the hospice (e.g. IT, facilities etc)
Key areas of responsibility:
Strategy
- Along with the Chief Executive set the financial direction of the Hospice
- Develop and implement the Finance, Commercial, Estates, Facilities and IT, procurement strategies and objectives to ensure value for money is delivered
- Working with Executive Team colleagues, develop organisational strategies to support the future development of the Hospice
- Investment strategy (use of reserves)
Financial Operations
- Overall responsibility for the financial records and the financial control environment for St Luke’s Hospice and St Luke’s Hospice Shops Ltd, ensuring that all statutory requirements are met and financial procedures are followed
- Responsible for preparation of timely, accurate and meaningful management accounts on a monthly and a quarterly basis, and other financial reports as required
- Responsible for delivering the annual budget
- Responsible for planning and forecasting of the Hospice’s cash flow, to ensure liquidity at all times
- Co-ordinate investments held and report on the performance of investments to the Finance and Performance Committee and the Board of Trustees
- Executive accountability for payroll provision, including provider contracts and compliance.
- Provide reports, analysis and assurance to the Board of Trustees, Finance & Performance Committee, Audit & Risk Committee and the Shops Board on all aspects of St Luke’s Hospice’s financial performance, strategy and financial risk management
- Lead on costing and financial information for fundraising bids and business cases
Financial Policies
- Develop, implement and maintain all finance policies and procedures to ensure legal compliance and strong controls
- Set all policies related to the overarching responsible functions to ensure that best practice is adhered to and that the Hospice operates legally
Leadership and management
- Lead, manage and develop the finance, facilities and IT teams to support the business of St Luke’s Hospice and St Luke’s Hospice Shops Ltd in a proactive, timely and customer-focused fashion
- You will be confident, visible and accessible, inspiring, motivating and empowering others with your innovative and professional leadership
- Develop the finance team to provide a business partner service to St Luke’s Hospice Shops Ltd, with clearly defined accountabilities
Estates and Facilities
- Strategic oversight of estates management across the hospice, shops and warehouse.
- Ensure environments are safe, compliant and fit for purpose
- Responsible for management of the retail leases and requirements in relation to maintenance, dilapidations, renewals and new leases
- Oversee estates projects including programmes of redevelopment, refurbishment to ensure the estate meets the strategic needs of the organisaiton
- To work with the CEO to ensure compliance with all Health and Safety requirements. Responsible for compliance with Health and Safety and Building Regulations in relation to estates management. Development and review of related policies and procedures, risk assessments, audits. Responsible for monitoring actions in relation to accidents and incidents related to Estates
Compliance
- Ensure compliance with all statutory and regulatory requirements in relation to annual reports/returns, VAT returns, tax submissions and other requirements
- Prepare the annual report and accounts, and manage the annual audit for the Hospice and subsidiaries
- Ensure a timely and robust system of Gift Aid submissions including appropriate reconciliations for St Luke’s Hospice Shops Ltd
Procurement and contracts
- Oversee the effective procurement of services and goods, through a procurement policy and processes
- To support the effective negotiation and monitoring of supplier and customer contracts. ensuring value for money, service, quality and risk mitigation
Information Governance, IT and Digital
- Accountable for the IT and Digital transformation strategy
- Oversee all of the organisations technology infrastructure including systems and security. Ensure the organisation maintains its Cyber Security Plus registration
- Act as the organisations SIRO. Chair the IG steering group meetings. Manage the relationship with the organisations Data Protection Office
- Accountable for submitting the organisations annual Data Security and Protection Toolkit (DSPT) submission
- Manage the relationship with the Managed Service Provider, including contract review and procurement
Other
- Chair and be responsible for a range of internal meetings and committees
- Lead and manage a range of projects and initiatives
- Oversee legal contracting and partner due diligence as appropriate
- Participate in the on call rota
Training & Education
- To participate in appropriate internal and external programmes
